Not sure if theres actually a name but it starts out in every movie. Espeically when conan is explaining what happened to his life and the new gadgets and people who know his identity.

O...that victory theme...love it xD Is that the one that also sounded in the 1st movie as the trains started changing course to avoid the bombs?

There's so many remixes of that song. But the earliest version is simply called "Detective Conan Main Theme", and can be found on the first OST.
